LeapThought and Hong Kong’s CIC Explore Collaboration for Digital Transformation

Recently, the LeapThought team hosted a delegation from Hong Kong’s Construction Industry Council (CIC)  as part of their Digitalization Study Tour in Singapore. The delegation included Prof. Jack Cheng from The Hong Kong University of Science and Technology, Aaron Chan from P&T Architects and Engineers Ltd, Rosana Wong from Yau Lee Holdings Limited, Kevin Wong from The Hong Kong Institute of Building Information Modelling (HKIBIM), Neil Wong from the Resident Site Staff Association, and Karen Cheung from the Buildings Department of the Government of the Hong Kong Special Administrative Region.

Automating Regulatory Submissions with FULCRUMHQ

During the visit, we conducted an executive briefing on CORENET X, the world’s first fully digital, all-of-government automated and coordinated regulatory submission and approval processing system. Powered by FULCRUMHQ, CORENET X streamlines regulatory submissions across eight agencies by integrating automated checks and BIM-enabled processes. Using advanced computational geometry and BIM algorithms, the system enhances transparency, expedites submissions, and ensures compliance with standardized requirements across regulatory agencies and Codes of Practice.

Budi Susanto, General Manager of LeapThought Asia, emphasized the need for collaboration across all levels of the industry. “The key to uplifting regulatory design checks and approvals is having policymakers, regulators, developers, designers, and contractors understand the complexities and work together," he said. "Early engagement and collaboration ensure that technology implementation can yield benefits from the outset, setting the momentum for wider use across the industry.”

At the forefront of innovation, LeapThought demonstrated how FULCRUMHQ is transforming the built environment through major project implementations with leading Singaporean agencies, including the Land Transport Authority (LTA), JTC Corporation, and the Housing & Development Board. LeapThought is committed to closely partnering with the delegation to achieve similar transformative results for Hong Kong’s regulatory modernization, particularly through the strategic adoption of openBIM standards and unified submission platforms.

Jing Min Tan, Assistant Vice President of Product at LeapThought, provided insights into the future of automated compliance. She highlighted how CORENET X is at the forefront of streamlining regulatory submissions through automated checks and collaborative processes. “The exchange demonstrated that automated compliance checks and collaborative processing of nationwide submissions are viable, even when implemented incrementally. CORENET X exemplifies this approach, offering valuable insights for similar models and initiatives globally, particularly in maximizing technological potential at the intersection of openBIM, advanced computational geometry, algorithmic techniques, and sophisticated data structures,” said Tan.
